The poor guy has tried to assemble a rope by putting together cables, ropes and threads to jump over the balcony, things look bad.
He doesn't use the phone to call for help because he is not able to distinguish a 3 from an 8 and he has also used the cell phone charger on his wonderful rope of freedom.
No neighbor hears his screams because they are mitigated by the mask itself and when they see him they get scared and hide.
